RE: checkout works different with and without -r HEAD

As a quick solution, before we update cvs, can I move the files out of
the Attic manually? In case that causes problems, can it be safely
undone.

No, that is not how it should be, but you're probably not doing anything
wrong, either.  There was a bug in CVS that caused it to not move files
out of the Attic under certain circumstances.  That was fixed a long
time ago, so you should be sure that you're running a fairly up-to-date
version of CVS.  The rule is that a file should be in the Attic if, and
only if, it is dead on the trunk.
