Why phase it over several weeks?  Even if it's a large repository, you
can rsync the files over to the new server over the course of several
days.  Then, when you decide to cut over (usually overnight), run a
final rsync and switch the dns names of the servers.  Voila!  You're
done.  No one has to release sandboxes or change CVSROOT vars.
