Which is indeed true there is no 'jlvw' and nor has there ever been. Why does CVS think that this directory exist and needs to be tagged? I've looked in the CVS repository and there is definitely no directory name 'jlvw' there. Is there a way to force CVS to skip over this?

Never mind.

I solved it by creating the directory in question and adding to the repository.

I also had some other 'unknown' directories as well and it seems that the CVS/Entries file had these directories, but not the repository. Strange? Deleting the entries in CVS/Entries for these directories circumvented the need to create them.
