TortoiseCVS uses the CVSNT client, and both TCVS and CVSNT are designed
to work with a CVSNT server (and yes, CVSNT does run on linux).  There
are separate newsgroups for CVSNT, TortoiseCVS and CVS - please ensure
you contact the correct group for your error.

What actual command are you using to copy?  How large is the file?  Is
the W2003 server and the local pc in the same building?  What is the
local disk that the file is on (eg: is it a FAT, FAT32, NTFS - is it a
physical disk or a logical "network" disk?) and the same for the
"target" disk/direcrory - is it a SAN/NAS/Windows File share (if so what
does the file share point to - a NAS,SAN,Physical disk)?

I don't think this error is related to CVS at all...
