Because the directory you're in (A) was not checked out from CVS and
thus is not under CVS control.  When you're in a non-CVS controlled
directory and give a command with no arguments, it behaves more like "*"
than ".".  Normally, you should only run CVS commands in CVS-controlled
directories.
