The intended use-case for tags in CVS is to tag *all* the files, not
just a few, but you can get what you want with log or rlog:

        cvs log -RS -r tag

Larry is of course correct, but to deal with your particular situation you can at least make the getting of the history for each file easier... you can get the history of all the repository reduced into one file for processing with grep or other tools(like XML parsers), using cvs2cl[1]. Note that if you need to run cvs2cl on windows, I think CVSNT comes with that works similar under windows as does on Unix.

cvs2cl -r -t -f Name_Of_Changelog.txt

cvs2cl has the added benefit of grouping commit info together so it may be easier to see groups of files with the same tag.
