My understanding is no, there is no difference, I haven't looked closely at that part of the code, but went through exactly this a few months back. We had to back out from 1.12, because the date format has been changed in 1.12 and there were still CVS clients out there that did not support the new format (Intellig was one of them, but there were at least one or two others).
