cvs 1.11.23 executable available for Windows?

I decided it was time to replace my own build of cvs 1.11.22 + my patches 
with a real released build of cvs 1.11.23 for Windows.  So I went googling 
for it and couldn't find it anywhere.  I don't recall exactly where I 
downloaded my 1.11.22 cvs.exe from (long ago) but I suspect it was from
cvshome.org, which is no more.  It was partially archived on ximbiot.com 
but that archive doesn't appear to include the executable downloads.

This leads to several questions:
1) Are there any "official" Windows builds of cvs 1.11.23, (built using 
   MSVC, and not with cygwin), and if so, where?

2) What sites would be the best candidates to offer a "contributed build" 
   of cvs.exe, if someone were to contribute it?  In other words, if I 
   was to make a build to be a contributed build somewhere, where would 
   be the best places to contribute it?

P.S.  I want thank Mark D. Baushke for the extra work to clean up the 
config.h files to further improve the use of system headers on windows.
