Is there any possibility of getting management to change their mind?
VSS is one of the worst source control systems around.

Well, I haven't done it myself, but I just googled, and from what I
can tell, it can't be done. There are plenty of tools that let you
migrate *from* VSS to just about any other source control system you
can name, but nothing (that I could find) to let you go the other way.
That should be a BIG clue that maybe VSS isn't the tool you want to use.
Good luck with it.
