I also tried with 1.11.23 and it still gave me the same messages. It
does not look like the branch tag was moved. I am checking out a fresh
copy of MAINT01 and will see whether it gives me the newer file.

No, it does not. So am I missing something here? It does not look like
the branch tag moves to represent the newest HEAD revisions.
