Regardless of which flavor of cvs you're using, adding an entry or a file name to the CVSROOT/checkoutlist doesn't magically create the file for you.  You have to check out CVSROOT, create the file or files you want, add them to cvs, and then add their names to the checkoutlist and then commit everything.
