cvs tags not visible!

Hello All
 
I tag a CVS module or project at the top level but when I try to view the tag 
repository at the top level the tag doesn't show up, however, it shows up and I 
can view them at the subfolder levels.  This is not happening to my other 
modules.  Could this be a bug or maybe our developers misused CVS and not 
importing the module correctly into CVS?
