Please run the command
cvs version
which will return the version(s) of CVS you are running.
The version(s) that are returned will color the advise you need/are given.

Mr. Klein is partially right,
a) drop the slang.
b) You need to read at least part of some manuals, but he did no suggest any, I
will attempt to
correct that oversight.

If the cvs version command returns a line containing '(CVS) 1.11' or '(CVS)
1.12'
you need to look at
http://ximbiot.com/cvs/manual/
or
get an appropriate copy of cederqvist-* from ftp.gnu.org such as
http://ftp.gnu.org/non-gnu/cvs/source/stable/1.11.23/

If the cvs version command returns a line containing 'CVSNT'
you need to look at
 http://www.cvsnt.org/manual
 http://www.cvsnt.org/wiki/
And most of your further questions would need to go to one of
Following list borrowed from Arthur Barrett
CVSNT newsgroup:
http://www.cvsnt.org/cgi-bin/mailman/listinfo/cvsnt
or
news://news.cvsnt.org/support.cvsnt
WinCVS newsgroup:
http://groups.yahoo.com/subscribe/cvsgui
TortoiseCVS newsgroup:
http://sourceforge.net/mail/?group_id=48103

And for good measure as someone running a CM system, I suggest looking at
http://www.cmcrossroads.com/bradapp/acme/

All of these references will either answer your questions or provide you the
correct words to used
when asking new questions.
