importing files: CVS

I haven't created a repository from scratch in a long time.   I created the 
repository and the CVSROOT files are done.   I imported a directory and it 
creates a branch from the vendor branch field I passed.  the version numbers 
are 1.1.1.1.    I don't remember this happening in the past, but as I've said 
it's been a long time.

when I do a checkout i expected the trunk/HEAD and to see 1.1 versioning.  I am 
doing this correctly?  Do i need to switch to the HEAD or checkout the HEAD to 
see them as 1.1.
