GNU Typist 2.8 released

GNU Typist 2.8 has just been released.  It's perhaps a small update, but
it is the first release in over 4 years, and includes several changes
which have been in CVS for some time but not publicly released.

List of major changes:
- - License updated to the GNU General Public License version 3.
- - Windows NT-based builds (Windows 2000/XP) now supported, using MinGW.
- - "Characters Per Minute" scoring mode via "--scoring=cpm"
- - New Simplified Chinese translation from Wei Mingzhi
- - Many small bug fixes and other updates;
