I don't think that you need `gnus-select-article-hook' at all.
Why not set `gnus-treat-fill-long-lines' to t in ~/.gnus.el and set it
to nil in mail groups via `gnus-parameters'?
(Of course you could also do a (string-match "^nnml" gnus-newsgroup-name)
or similar in the hook.)
