sorry for the delay in responding. See this document for a quick

so In-Reply-To headers are not nearly as structured as the References
headers (contrary to what I had assumed). You may be finding a
particular exception, so if you could send me the contents of your
registry and the particular message that's not being followed, I can
find what's not working.
