Thanks for your careful reply Reiner.  This is what I get after doing
`C-c C-a ~/tmp/mml-bug RET RET RET RET' and quoting with
`mml-quote-region':

<#part type="application/octet-stream" filename=#("~/tmp/mml-bug" 0 13 
(auto-composed t)) disposition=attachment>
