One thing I noticed is that *Gnus Browse Server* does display it
correctly. Its the group buffer that doesn't. Weird.

I also tried on stock emacs 23.4 with the builtin gnus. I get the
following:
Retrieving newsgroup: ~\212\202HJ...
Invalid Arguments: Failed to parse UTF7 string
gnus-select-newsgroup: Couldn't activate group ~\212\202HJ: Invalid
Arguments: Failed to parse UTF7 string
