2020.03.31 - GNU nano 4.9.1  "Sapperdeflap"

• Two bugs introduced in version 4.9 are fixed: the cursor
  getting misplaced when undoing line cuts, and filtering
  of the whole buffer to a new buffer not working.

      tweaks: delete another pointless ChangeLog
      tweaks: fix twenty typos, in old Changelogs and in some comments
      tweaks: for each version, mention the changes to the PO files last
      tweaks: rename a symbol, to be more accurate, and reshuffle two lines
      tweaks: uniformize some old translator credits
      undo: when undoing a line cut, place the cursor back where it was
