I tried to change 010$a tab value from 0 to 1
http://localhost:8081/cgi-bin/koha/admin/marc_subfields_structure.pl?op=add_form&tagfield=010&frameworkcode=
After submitting it didn't changed to Tab :0
Any other info required?
