OK, I see the problem. rather than rely just on the MARC record to pull out
information about the items I'm going to have to re-write it slightly to also
pull out the the data from itemtypes.

This has become fairly high priority because it seems there are not actually
any internal blocks in the system for preventing reservations on itemtypes that
dont' allow it. This is disappointing to discover and I wonder if rel_2_2 has
the same bug.
