Yes. Had followed and applied the steps.
Thank you very much for that excellent document.
It was very helpful.

What I can do:
* dump into mysql utf8 data.
* query, retrieve and view utf8 data in mysql.
 (using the mysql commandline, aka mysql client)
* search and view utf8 records thru koha.
  (both imported and newly created ones).

The issue is when after editing and saving a record
the publisher tags get saved in a non-utf8 format.
