It's a nice feature, but it causes some problems as currently implemented:

1. it shouldn't be part of the main search script, at least not by default, it
adds a lot more HTML and slows down the page load and is also dangerous to
expose on every search. I'd put it in 'Tools' personally, and call it a 'Global
Edit'.

2. EditBiblios belongs in Biblio.pm and should be called ModBiblios to follow
our naming conventions.
