Even when a patron has fines on their account, moremember.pl displays:

Fines and Charges

No outstanding charges

I'm hoping this is a simple template issue, otherwise it should be
re-classified to the 'Patrons' component.

This is a blocker bug because it displays incorrect information in a major
module of Koha
