There are a few pre-populated select dropdowns in the patron entry form: Title,
City/State, and Street Type. The Title and City/State <select> inputs cannot be
hidden, if empty, by the template because the variables are passed to the
template with default (but empty) data. Note that this works correctly for
Street Types: the script is able to check for the existence of road types
before sending data to the template. This isn't happening for Title and
City/State.
