Attempted to add new content to the Main User Block in the Opac. 

The default content for this is:

"Welcome to Koha.
<hr>"

The edited content appears to be saved and is shown in the OpacMainUserBlock
value, but this content does not show anywhere in the OPAC. 

Has this feature been superceeded by the new news feature? Should this sys pref
now be removed?
