Owen, on your installation I have found the problem, in your error logs I see:

So for whatever reason, your DB doesn't have the 'encoding' update. That patch
happened back in 3.00.00.049. I wonder if you change your syspref to
3.00.00.048 if it will get applied this time around admist all the other
errors. Anyway, it's not really a bug, so I'm closing it out.
