I believe what she wants to do is be able to modify the "CODE" value for a
notice, for example:

/cgi-bin/koha/tools/letter.pl?op=add_form&module=circulation&code=ODUE

In that setup, the code is ODUE, and it is non-editable even when editing other
fields. I see that letter.code in the database is a primary key. I assume
that's the reason why it's not editable?
