At the moment, one title can be suggested More than once.
I suggest that a duplicate suggestion should be managed as a vote for
suggestion.
Say : Harry Potter : Phoenix Cup is suggested once.
Then **another** borrower ask for it : then it is counted as suggested twice
and donot come as a new Entry.
