[Koha-win32] update problems with marc, koha etc.

Okay, installing active perl 5.6.x allowed the installation of the proper perl 
modules and fixed some of the problems i've been having.  I still can't seem to 
sucessfully add a member or a book from a MARC import; the process seems to 
work but either leaves a null member entry (when adding a member) or a biblio 
with no group or items attached to it (when importing a marc).

these problems still exist under 1.9.2, i'll try 1.2.3 and see if the problem 
remains there as well.
