Once I have all that up and running, what do I have to do to
"upgrade" to L4 Hurd?
Sadly you cannot upgrade to Hurd/L4 currently since it is still a work
in progress, it can't boot the Hurd as of yet. But if you still want
to help, then checkout the hurd-l4 from the CVS and start hacking.
