-no-shared/-no-static patch

Hi,

please find attached a patch adding a -no-shared and -no-static option
to libtool's compile and link mode.  With these two options, you can
control on a per library basis whether shared and/or static libraries
(and object files) are built.

I've chosen the option names so that they correspond to configure's
--enable-fast-install option and libtool's -no-fast-install link mode
option.  For compile mode, the meaning of the -no-static and -no-shared
options correspond to the existing -static option.  For link mode, the
option names may be confusing in respect to the existing -all-static and
-static options.  Feel free to change them if you like.
