Hi,

yet another bootstrap script patch: It seems that the toplevel
config-h.in should also be generated by autoheader (not just the
libltdl/config-h.in).  Furthermore, the header file templates should
be generated from scratch or at least be touched to avoid autoheader
invocations by make (due to regenerated aclocal.m4).
