The first is definitely the bigger problem, but there is also no reason
to have the interface numbers jump massively between releases.

I think we should add a note to README-alpha, and ltdl.h that reminds us
to check libltdl/Makefile.am, and note what interfaces have changed since
the last release in Makefile.am comments.  Come release time, we should
check that all the changes to libltdl interface have been taken into
account in the -version-info, and then reset the comments ready for the
next release cycle...

How does that sound?
