I assume you mean mingw sed. :-)I think that mingw's sed is working fine since libtool's bootstrap works and libtool's configure script otherwise seems to work fine with the MS-DOS line terminations. Configure runs if config/mkstamp uses MS-DOS line terminations, but ChangeLog uses Unix line terminations.
I'll do more testing this evening. Windows is just a target environment for me so I try to limit my exposure to it. :-)
