Misbehavior is characterized by intent and subsequent acceptance of responsibility. If someone commits a change which de-stabilizes the software, then they should expect to take responsibility for the clean-up. Likewise, committing a change which will knowingly de-stabilize the software is harmful, unless there is a plan made in advance for how the issue will soon be rectified. Sometimes temporary instability is ok because the end justifies the means.
