Tags in the MLB

For some reason libtool doesn't add in the right goop so that --tag=CC
can be specified and the "default" configuration used. It does work,
however, as a warning is issued and the fallback is the default
configuration. If no tag is specified with an unknown C compiler then
libtool will exit with an error. It would seem to me that this is not
quite the right behaviour.
