This verbosity isn't needed.  Describe why the change not how it
changed.  Sometimes it's appropriate to describe what changed but not
how it changed if the why the change is too obtuse or confusing.

The filename follows the <tab>* followed by the function name, if
applicable, parenthesized followed by a : and a space.  Begin with a
Capitolized sentence and end with a period.  Changes to more than one
function, the subsequent function names begin under the star.  And in
all cases use the existing ChangeLog entries as your template.
