Unfortunately MinGW must run under an inferior OS, particularly
Windows '98 which has terrible performance with executing
subprocesses.

Libtool estimates a command line length of 8192 under Windows XP.  Is
there a version of Windows under which libtool estimates a smaller
lt_cv_sys_max_cmd_len?
