DESTDIR bug

I have seen a lot of posts concerning the DESTDIR linking problem
when trying to install software in 'staging' area (usually to be
packaged. Some posts even mention certain patches that apparently
work:

I was wondering what the current status of that problem and what is
the best way to fix it, if any.
