Hmm... you can't use an Automake-generated Makefile.in without
AM_INIT_AUTOMAKE.
To support this you need to rewrite Makefile.in without Automake (as
Gettext does), or let these people AC_CONFIG_SUBDIRS the selfcontained
libltdl package.
