I'm afraid I have no idea what you talk about.  By "rewriting
Makefile.in as in Gettext" I was referring to the hand-written
intl/Makefile.in that Bruno has to maintain because this directory is
also used in non-automake projects.  I don't know what you want to
generalize here.
