Shared library - static link specific dependency

Hello,

I read that there was some discussion regarding this.

I want to make a shared library without dependencies. I compile the
dependencies in PIC mode, so it should be compatible.
I also require this on Windows, in order to build a DLL without
OpenSSL external dependency.

I could not find an option for this in 2.2.4.

Will this be available? Or I need to write my own build?
