libtool mismatch error on Windows Cygwin

Greetings we have been trying to build and compile gr-fsk4 grnu
     radio signal processing block, first we make 

        ./bootstrap               

                      Not done only two line warning 
        ./configure              

               It works      

          make
            It generates some error, have a look at on the attached file 
           libtool missmatch error .......
