As mentioned in the commit message, "not a note-name in the current language" can be totally inappropriate since, for example, "cis" could perfectly well be a note name in the current language, but writing it in quote marks would keep it from being recognized as such. Also, this message can be triggered for \markup { hello } and does not make the least bit of sense, then.
We could, on a hunch, crank out "note name expected". It is not all too wrong in chord mode, though probably not really good in figured bass mode.
