One reason to call it "Bugs" or "Problems" is that people tend to start think
how to solve the bug or problem. For that reason it is good not to hide them
under a vague header "Notes" or "Remarks". 

A more general way is to leave the staff under discussion and name the header as
"Open Issues". That would give the impact that the manual contains "Closed 
Issues".
