The question is rather what "eats" means. In version 2.4, I think the
author meant to say that figured bass requests and rest requests are
taken into account, i.e. "eat"="use", not "eat"="discard".
Maybe we have some nutritionist on the list who can help clarify the
situation? ;-)
Seriously, the comments in the Regression test files have probably
been formulated mainly to be read by the LilyPond hackers. The official
documentation is in the notation manual. Of course, this is a pity,
since I find the Regression Tests document one of the best sources of
examples for LilyPond users on all levels.

Obviously it would make no sense for the FiguredBass context to eat
figured base requests. So this should be changed back to say that the
FiguredBass context eats note-requests and rest-requests.
I still think it would also make sense to have figured-bass.ly be a
little more extended to include examples of notes with no figure on
them.
