2.5.13 cygwin build - partial success

I was able to build 2.5.13 on cygwin.
Issues:
1. cygwin/mknetrel see attached patch
2. fontconfig segfaults with /usr/share/ghostscript/fonts/hr* I had to 
remove them
3. fontconfig's /etc/fonts/local.conf had to be updated manually to set 
/usr/share/ghostscript/fonts. If not set, lilypond hangs (with 100% CPU 
) with the eps backend
4. the lilypond alphanumeric characters seem not to work. Perhaps some 
configuration failure. See attached png.
5. gsview 4.6 doesn't like the EPS. However, gs itself displays them. 
See attached log.

No.1. is evident. No.4. is the one I don't understand. About No.2-3,5 I 
would be like to know your ideas for solution.
