charset bugs in instrument-notation.ly

instrument-notation.ly is tagged as being latin-1 encoded but contains
data in utf8.  The last change thus changed correct UTF8 strings into
incorrect ones, caused by opening the file in latin-1 but saving it as
utf-8.  See, for example, the quotation marks around the lyrics in
line 797 -- `let my people go'.

I don't have the time to fix it by myself, but I strongly suggest to
check all charset tags to be utf8.
